ติดธุระ ('tied up with something') is the standard polite way to decline — saying you're busy is enough, no detailed excuse is expected.

ให้ here is the causative — 'the host HAD the guests write'. Signing a book with คำอวยพร (blessings) is common at Thai weddings, ordinations and housewarmings.
