ทั้งที่ = 'despite / even though', and carries a note of surprise — here, that someone so young already owns a business.

ได้รับ is the neutral/positive 'receive' passive (unlike adversative ถูก/โดน) — used for awards, prizes and good news.

พี่ in front is the friendly title Thais give a rider or driver — 'older sibling', but no relation is meant. วินมอเตอร์ไซค์ are the orange-vested motorbike taxis; 'วิน' is the registered stand they queue at — the quickest way through Bangkok traffic. Other family words are used the same way: น้อง (náwng) younger sibling; ลุง (lung) uncle; ป้า (bpâa) aunt; น้า (náa) mother's younger sibling; ยาย (yaai) grandma; ตา (dtaa) grandpa. คุณ (khun) in front makes any of them more polite: คุณป้า (khun bpâa).

ดัน + verb = 'went and did X (of all things)', a mild exasperation at the choice. งานประจำ is a steady salaried job — leaving one for a café is a real Thai trend.
อุตส่าห์เรียนจบปริญญา แต่หางานยาก
ùt-sàa rian jòp bpà-rin-yaa dtàae hǎa ngaan yâak
I went to all the effort of getting a degree, but jobs are hard to find.

อุตส่าห์ = 'went to all the trouble of' — and always implies the effort felt wasted: here, a degree but no job.

Out of nowhere my sibling switched to a new career.

เจ้าหน้าที่ is the all-purpose word for staff in an official capacity — immigration officers, clerks, security. Paired with a field, it names the role: เจ้าหน้าที่การเงิน = finance officer.
งานนี้ต้องใช้เครื่องมือพิเศษ เรียกช่างดีกว่า
ngaan níi dtâwng chái khrûeang-muue phí-sèet rîak châang dii gwàa
This job needs special tools — we'd better call a tradesman.
