Yùu and thîi (อยู่ & ที่) have a few different uses — understand them by ear here. อยู่ is the verb "to be somewhere" and ที่ is the "at" in front of the place — but move อยู่ to after the verb and it means you are doing it right now, as in กินข้าวอยู่, "I'm eating", and ยัง … อยู่ around a verb means "still". ที่ has a second life too: after a person or thing it is "who" or "that", as in คนที่คิด…, "people who think…", and after a feeling it gives the reason, as in ดีใจที่ได้เจอ, "glad to see you".

Two different words doing two jobs in one sentence: อยู่ = 'to be located', ที่ = 'at'. Here อยู่ is the verb, and ที่ is just the 'at' in front of the place.
ที่ after a person or thing is “who” or “that”: คนที่คิดเป็นอิสระ, people who think for themselves. Everything after ที่ describes the คน in front of it.
อยู่ที่ไหน is 'where is…?': the question word ที่ไหน stands where the place would go.

⚠ อยู่ AFTER the verb is something else entirely: it says the action is happening right now. กินข้าวอยู่ = 'is eating'. Same word, and only its position tells you which.
